Support for Tendering
Islington Council – here to help
Improving services for residents and tackling social and economic problems is what drives the Council’s vision of “Fairer Islington”.
Suppliers play a vital role in helping the Council to deliver important community services.
Islington Council values all its suppliers, including voluntary and third sector organisations, for their public awareness of the needs of our community or groups with it. The Council has produced an Action Plan to support the local voluntary and community sector through procurement.
All contracts of £100,000 and above are advertised on the Council’s Procurement Opportunities page.
Registering with Islington Council
Using the electronic tendering website, London Tenders Portal, all stages of the procurement process are carried out online on a secure server.
To be notified of future opportunities you can register online.
By registering you will receive an email if an opportunity arises. All you need is an internet connection and an email account.
Partnerships to provide services
You could consider applying to work as a sub-contractor for organisations that already have a contract with the Council. The London Tenders Portal has a list of most recently awarded contracts.
A list of the top suppliers is published on the London Tenders Portal.
The Islington Commissioning Framework
The framework shows how organisations that offer community benefits can compete effectively over the cheapest providers.
Providing benefits to the community is valued by LBI & the NHS in the commissioning cycle. For example you could be more likely to be commissioned than the cheapest provider if you prove you provide the best value. Or your unique insight into local need may mean you can get involved in the commissioning cycle as an excellent representative for service users.
The Islington Commissioning Framework, developed by community organisations, NHS Islington and Islington Council provides commissioners with a straightforward framework for their decisions about grants and procurement, and about decommissioning services. It is well worth a read. The framework is:
- Only 8 pages
- Gives a clear explanation of the commissioning cycle.
- Contains a brief glossary and links to other useful documents.
- Based on a set of principles that will enable commissioners to make decisions in the interests of the community. For example ‘Providing community benefits beyond the service provided.’

The Commissioning Framework was developed as part of the Islington Compact Action Plan. The Compact is an agreement that describes how local statutory sector bodies and third sector organisations will work together as partners to promote the social, economic and environmental well being of everyone in Islington.
